Pace of game/Team points per game

Hi!
Is it normal that when I play at a pace of 9, players shoot the ball within the last five seconds a lot of those times?
My team is last in FG attempted, because they pass a ball a lot before shooting, with pace set to 7, 8 or 9.
Is this fixable?
