Kind of confused

I am a bit confused about editing teams, conferences and bowl games.

I thought I saw before that you had to keep the same amount of teams but that you could move them around in whatever way you like. For example, the SEC could be reduced to 10 teams and the other 4 could be sent to other conferences. But when I try this, it errors out and will not let be start the game. Am I incorrect on this?

In CF19 the structures are set. You can rename teams, but can't move them around.

In CF 20 there are options to create a custom format if you have a custom schedule that matches.
