Roster Ratings

Is there still an element of randomness with player ratings every time you start a new game? Or is there a custom roster file with set ratings that has been released by the community?

For CPU they're always random. For Default Rosters the base ratings don't change, but some of the personality ratings, traits, and skills are still randomized when they're generated.
