CPU Trades?

Do CPU controlled teams (whether solo or online leagues) propose trades? I've never seen one even in a solo league. It would be nice if they did. One of my leagues has multiple CPU teams and the responsibility for vetting trades falls on one person. Maybe the trade logic could be improved but it would be epic if you had the CPU PROPOSING trades! Maybe even CPU-to-CPU team trades.
