Ease of modding

Is DDSCF25 easy to mod? I know the game notes that it can be easily customized. But, for example, could I turn this into how the 1995 NCCA looked, with those conferences, number of bowl games and tie-ins, no playoff, etc.?

"Easy" is a relative word, as that depends on the person and skills doing it. The tools are available using a combination of in-game options (i.e. playoff settings, etc.) and various custom files you can edit/create to create your own custom league. Outside of the ease, is the effort required which could take some time depending on what you are customizing. I am not familiar with exactly how the 1995 season looked in real life, but I suspect you could get close. Things to consider.

Teams.xml - Need to create this file to represent all the teams in the league, conferences, and link to the various graphic files (fields, logos, endzones, etc.).
Bowls.xml - This is the file you would need to edit to create your bowl season structure. It can get a little complicated to align things and not sure it can represent real world 100%, but close enough for me. Also with bowls, you can create specific fields and logos and such.
Weather.xml - If you want the typical weather conditions of the fields you include, you'll need to ensure have weather info for the cities.
Graphics - You have the ability to create various logos, fields, jerseys, endzones, which you would do using a graphics program of your choice.
Schedule - You do have the ability to create custom schedules, where you could create a schedule to represent 1995.
etc.

So bottom line, the capability is there to get close, but whether hard or not is based on the person doing it but definitely can be time consuming.
